Can the sewer spot on Streets be done without extracting?

The amphibian pizza lovers' hideout is inside the Sewer River extraction. Most of the spot lies in the extraction zone, but a small area near the left wall allows placement without extracting.

Does the reward depend on the Hideout?

Only the roubles. The Intelligence Center adds 10,000 at level 1 and 30,000 at level 2.
