The Vicious Saddle is a rated PvP item that buys a vicious mount from a Combatant Mount Quartermaster. It arrived with patch 5.4.0 of Mists of Pandaria. In the original game it was the reward of the Season 14 achievement Grievous Combatant, which asks for 100 wins in 3v3 arena or 40 wins in rated battlegrounds. This lot sells rated battleground wins, from 1 to 100, for a Mists of Pandaria Classic character.
