The Surrender is a shield on the Vaal Tower Shield base: 26% Block chance and 610 to 732 Armour, for level 75 and 107 Strength. The base grants the Raise Shield skill, and since patch 0.4.0 the unique drops on this base instead of the Stone Tower Shield.
