In the Alliance Paladin version in the game data, An Earnest Proposition trades in the bracers together with 15 Winterspring Blood Samples, Just Compensation the belt and gauntlets, Anthion's Parting Words the boots, legplates and spaulders, and Saving the Best for Last the helm and breastplate. Each of the four is handed in to Deliana in Ironforge. Other classes run the same line with their own pieces, and the set bonuses arrive at two, four, six and eight pieces. Blizzard lists the Lord Valthalak dungeon-set questline as an Adventure Legacy Challenge worth one Legacy Point, and the game data ties that challenge, Lord Valthalak Laid to Rest, to this line.

Do I need Tier 0 beforehand?

The quests hand in Dungeon Set 1 pieces, so those have to be collected before the chain starts. The dungeon runs in this order cover that. The Tier 0 Set lot sells the Dungeon Set 1 farm on its own.

Does the Legacy Point depend on my class?

No. The challenge is account-wide progress, and one finished chain on any class completes it.
