The five strongholds on the lot

District Union Arena: the Hyena Council sits here, and with a level requirement of 26 it is the easiest.
Roosevelt Island: the Outcasts under Emeline Shaw, a level 28 stronghold.
Capitol Building: the True Sons under General Antwon Ridgeway, the hardest main-story stronghold at level 30.
Tidal Basin: the Black Tusk's main base and their final stronghold, which opens after the other three invaded ones; Manning National Zoo is another invaded one.

Why do strongholds exist twice?

The first set is the main-story version. After the Black Tusk invasion each stronghold returned as an invaded version, and the final Tidal Basin and Manning National Zoo were added to that chain.

Which faction is behind each?

Hyenas, Outcasts and True Sons in the main story, and Black Tusk in the invaded versions.
