Perfect On Empty

Reload from an empty magazine and weapon handling rises by 80% for 10 seconds.
Weapon handling includes reload speed, so the reloads that follow come faster.
At 900 rounds per minute a 30-round magazine lasts about two seconds, which keeps the bonus coming.

Where it comes from

Burn Out drops from enemies, vendors, weapon chests, Sealed Caches and assault rifle targeted loot, and Coney Island Amusement Park raises the chance. A blueprint for replicas is sold in Reconstructed Caches that cost NSA Tech.
