The power of Ebonpiercer

Blight also shoots 4 smaller piercing projectiles. Each projectile deals a share of Blight's defiled area damage, and in Season 15 that share was raised from 40-50% to 60-70%. The amulet also carries a fixed skill rank for Blight.

Affixes and gear details

With Lord of Hatred, Uniques carry fewer preset affixes, which leaves more room to chase a better combination. Since patch 3.1.0 every Unique drops with two fixed affixes, and on Ebonpiercer they are Primary Core Stat and Skill Ranks to Blight. It is class-locked: only the Necromancer can equip it. Unique items can be tempered, and since patch 3.1.0 Enchanting can alter the affixes of Unique and Mythic Unique items.

Where it comes from

Ebonpiercer is part of the loot table of Andariel, a Lair Boss found at Hanged Man's Hall, east of Tarsarak; the boss element type is all elements. The fight needs Torment 1 or higher, and 1x Greater Lair Key opens the Hoard after the kill. The Greater Lair Key comes from defeating Initiate Lair Bosses. The Necromancer part of that table also lists Kessime's Legacy and Lidless Wall.
