Mark first, echo second

Damaging enemies with a Non-Basic Skill marks them for 3 seconds. When a Basic Skill first hits a marked enemy, that Basic Skill's damage is echoed to every marked enemy and deals increased damage.

The sequence matters. A Non-Basic cast has to land first to place the marks, and the Basic Skill has to hit one of them within the 3-second window, so the gloves reward alternating between the two skill types.

Basic and Non-Basic skills

Every class splits its kit into Basic Skills, which are the free attacks that build the class resource, and everything else: Core Skills, Defensive, Ultimate and the class-specific groups. The gloves care about that split only. A fast Basic Skill is the natural echo carrier, since it can be cast again and again inside one mark window, and the always-present Attack Speed affix helps to land those hits sooner.

Marking comes from damaging enemies with any Non-Basic Skill, so one wide Core cast can mark a whole pack at once. The echo then reaches every marked enemy together, which is why the effect is strongest against groups and weaker against a lone target.
