The power of Arcadia

Rally Fortifies you for a share of your Maximum Life. In addition, each time you recover a set share of your Maximum Life you gain a charge of Rally, so healing refills Rally charges. Both percentages are rolled on each drop, and the pants only matter to a Paladin who uses Rally.

Affixes and gear details

With Lord of Hatred, Uniques carry fewer preset affixes, which leaves more room to chase a better combination. Since patch 3.1.0 every Unique drops with two fixed affixes, and on Arcadia they are Primary Core Stat and Maximum Life. It is class-locked: only the Paladin can equip it. A Unique Charm version exists, so the same power can also be placed in a Talisman charm slot. Unique items can be tempered, and since patch 3.1.0 Enchanting can alter the affixes of Unique and Mythic Unique items.

Where it comes from

Arcadia is part of the loot table of Bartuc, Lord of Chaos, who waits at the end of an Infernal Hordes run, entered in Kehjistan near the Yshari Sanctum Waypoint; the boss element type is Fire and Shadow. An Infernal Hordes Compass opens the run, facing Bartuc takes 666 Burning Aether collected in it, and he needs Torment 1 or higher. The Paladin part of that table also lists Sundered Night.
