Skills that form Ice Spikes deal increased damage, and in Season 15 that bonus was raised from 40-60% to 80-100%. A Lucky Hit effect also gives up to a 15% chance to form an exploding Ice Spike. The same patch fixed an issue where the Blue Rose bonus was not passed down to the Ice Spikes themselves.

Affixes and gear details

With Lord of Hatred, Uniques carry fewer preset affixes, which leaves more room to chase a better combination. Since patch 3.1.0 every Unique drops with two fixed affixes, and on Blue Rose they are Primary Core Stat and Skill Ranks to Frost Skills. It is class-locked: only the Sorcerer can equip it. Unique items can be tempered, and since patch 3.1.0 Enchanting can alter the affixes of Unique and Mythic Unique items.

Where it comes from

Blue Rose is part of the loot table of Duriel, King of Maggots, a Lair Boss found at the Gaping Crevasse, east of Gea Kul in Kehjistan; the boss element type is Poison. The fight needs Torment 1 or higher, and 1x Greater Lair Key opens the Hoard after the kill. The Greater Lair Key comes from defeating Initiate Lair Bosses. The Sorcerer part of that table also lists Galvanic Azurite and Staff of Endless Rage.
