A bonus for every skill on the bar

You gain increased damage for each damaging Skill you have equipped, and an additional amount for 15 seconds when each of those Skills is used. A full bar of damaging skills therefore stacks both parts across the whole rotation.

The longer window of 15 seconds means a rotation that cycles through all its skills keeps the second bonus up on every one of them, so the sword favors builds that use many different skills in a fight.

Cooldown Reduction and the bar

The sword always drops with Weapon Damage and a Cooldown Reduction affix. Cooldown Reduction fits the power well: skills that come back sooner can be used again to refresh their 15-second bonus. Builds that fill the bar with damaging skills gain the most from the per-skill part of the bonus.

Core skills such as Rend, Double Swing and Whirlwind count when equipped, and so do Weapon Mastery skills and Ultimates. Defensive skills such as Iron Skin, which do not deal damage, do not count toward the bonus.
