Peacemonger's Signet is a Spiritborn unique ring tied to Ferocity. Once you hold enough stacks, it adds damage and Armor, and every new stack also feeds Resolve.

While you have at least 4 stacks of Ferocity, you gain increased damage and increased Armor. Below the threshold none of that applies, so the ring is only worth wearing for builds that keep Ferocity high.
The second line is separate from the threshold: gaining Ferocity also grants Resolve. That links the ring to any Spiritborn kit that already builds Ferocity quickly, and Resolve then works alongside the Armor bonus.
Ferocity raises your Attack Speed per stack, up to 4 stacks by default, and each stack lasts 4 seconds, so the ring's threshold is the normal maximum. Resolve is a defensive keyword: it increases your Armor while it is active, it can hold up to 8 charges (30 with extra bonuses), and taking direct damage removes a charge. Because both come from the same action, a Ferocity build ends up with offense and some protection from one ring.
The threshold is the practical part. 4 stacks is the default maximum of Ferocity, so builds that raise their cap, for example with Ravager's Ferocity Maximum upgrade (it adds 2), have room to stay above the line even after one stack runs out. Stacks last 4 seconds, so keeping them refreshed is what keeps the ring switched on.
Only the Spiritborn.
No. It is active only while you hold at least 4 stacks of Ferocity.
