You gain Ice Shards' Piercing Cold upgrade, and Ice Shards deals bonus damage. The bonus is a rolled value on each drop. The helm also carries a fixed skill rank for Ice Shards.

Affixes and gear details

With Lord of Hatred, Uniques carry fewer preset affixes, which leaves more room to chase a better combination. Since patch 3.1.0 every Unique drops with two fixed affixes, and on Hail of Verglas they are Primary Core Stat and Skill Ranks to Ice Shards. It is class-locked: only the Sorcerer can equip it. Unique items can be tempered, and since patch 3.1.0 Enchanting can alter the affixes of Unique and Mythic Unique items.

Where it comes from

Hail of Verglas is part of the loot table of Astaroth, the boss at the end of Escalating Nightmare Dungeons; the boss element type is Fire. An Escalation Sigil opens the run, and Astaroth needs Torment 1 or higher. The Sorcerer part of that table also lists Esu's Heirloom and Fractured Winterglass.
