Basic Skills deal increased damage but additionally cost 25 Primary Resource. Normally Basic skills generate resource; with this sword they also drain it, so the build has to get its resource from somewhere else.

Season 15 made the sword craftable into a Unique Charm, the only change to it in the Season 15 notes.

Who can use the sword

All classes except the Spiritborn can equip it: Sorcerer, Druid, Barbarian, Rogue, Necromancer, Paladin and Warlock. Basic skills in general are the ones that build the class resource, so the trade is damage in exchange for a more demanding resource loop. The sword always drops with Weapon Damage and Skill Ranks to Basic Skills.

A build around this sword needs another source of resource besides the Basic skills themselves. Patch 3.1 also fixed the Warlock version of the sword not working with Resource Cost Reduction.
