Only Army of the Dead can unleash the souls, and when it does both the Army and the souls deal increased damage for every soul unleashed. At a full stack of 20 souls that is a very large multiplier on one cast.

Army of the Dead in short

Army of the Dead is an Ultimate Necromancer skill with a cooldown, so the sword builds a stockpile between casts and spends it in one burst. The loop is simple: minions and corpse consumption fill the curse, the Ultimate releases it. The sword always drops with Weapon Damage and a Physical Damage Multiplier.

Because the damage release is tied to the Ultimate, the sword is built around the timing of Army of the Dead: the longer the build waits between casts, the more souls it can stockpile, up to the cap of 20. Each corpse consumed adds 3 souls toward that cap.
