Cooldown skills as Fury spenders

Your Weapon Mastery Skills are now also Core Skills that have 100% Cooldown Reduction but cost Fury, dealing damage as a percentage of their normal damage. The 100% Cooldown Reduction removes the wait entirely, and the Fury cost becomes the only limit.

With no timer in the way, a Fury-rich build can use these skills as its main attack instead of saving them for the moment the cooldown ends.

Weapon Mastery skills

In the game data the Barbarian's Weapon Mastery group is Steel Grasp, Death Blow, Rupture and Mighty Throw. Normally each of them is governed by a cooldown. With the sword they are also Core skills, so bonuses for Core skills apply to them. The sword always drops with Weapon Damage in addition.

Several fixes in 3.1 and Season 15 concern this sword: the bonus damage of its power not applying as intended, Iron Maelstrom and Mighty Throw interactions, and Death Blow's Fury cost with the Charges upgrade.
