The power of Flickerstep

Each enemy you Evade through reduces the Cooldown of your active Ultimate by a rolled number of seconds, up to 10 seconds in total. The boots turn movement into Cooldown reduction, and they also carry a fixed affix that lets attacks reduce Evade's Cooldown.

Affixes and gear details

With Lord of Hatred, Uniques carry fewer preset affixes, which leaves more room to chase a better combination. Since patch 3.1.0 every Unique drops with two fixed affixes, and on Flickerstep they are Primary Core Stat and Attacks Reduce Evade's Cooldown. Every class can equip it. A Unique Charm version exists, so the same power can also be placed in a Talisman charm slot. Unique items can be tempered, and since patch 3.1.0 Enchanting can alter the affixes of Unique and Mythic Unique items.

Where it comes from

Flickerstep has no dedicated boss. It comes from random drops, or the Horadric Cube can convert a Common item of the same slot into a Unique.
