The power of Esu's Heirloom

Your Critical Strike Chance is increased by a share of your Movement Speed bonus, and the tooltip shows the current bonus. The boots carry a fixed Movement Speed affix, which raises the base for that conversion.

Affixes and gear details

With Lord of Hatred, Uniques carry fewer preset affixes, which leaves more room to chase a better combination. Since patch 3.1.0 every Unique drops with two fixed affixes, and on Esu's Heirloom they are Primary Core Stat and Movement Speed. It is class-locked: only the Sorcerer can equip it. A Unique Charm version exists, so the same power can also be placed in a Talisman charm slot. Unique items can be tempered, and since patch 3.1.0 Enchanting can alter the affixes of Unique and Mythic Unique items.

Where it comes from

Esu's Heirloom is part of the loot table of Astaroth, the boss at the end of Escalating Nightmare Dungeons; the boss element type is Fire. An Escalation Sigil opens the run, and Astaroth needs Torment 1 or higher. The Sorcerer part of that table also lists Fractured Winterglass and Hail of Verglas.
