Two states, one item

While you are moving, you gain Dodge Chance and Damage Reduction. After standing still for 2 seconds, you become Unstoppable until you move again.

The two lines cover opposite situations. The first rewards a build that keeps running through packs, the second protects the moments you plant your feet to cast, and it lasts until the next step.

Dodge and Unstoppable

Dodge is a chance to avoid an attack outright, and the Spiritborn already has a defensive skill built on it, Counterattack. Unstoppable is a keyword that removes all Control Impairing Effects from the character and prevents new ones. The pants always drop with a Primary Core Stat and an Armor affix, so the defensive side of the item is covered in three places.

The Counterattack skill also gives Dodge Chance and retaliates when you Dodge, so the pants overlap with it. Because Unstoppable removes and prevents control effects, they cannot hold you while you stand still to cast, until you take the next step.
