Diablo 4 Rage of Harrogath Barbarian Chest Armor

Inflicting Damage Over Time on an enemy has a chance to reduce the Cooldowns of your Skills by 0.5 seconds. The chance is rolled per application, so skills that apply a damage-over-time effect often, or to many enemies at once, give the most rolls.

Before Season 15 the reduction was a full second. The Season 15 notes cut it to half a second, which keeps the idea intact but makes each trigger smaller.

For the Barbarian, damage over time mostly means Bleeding. Rend, the Core skill that cleaves the enemies in front of you and leaves Bleeding damage on them, is the standard source, and its upgrades add more, such as spreading the bleed from dying enemies to a nearby one. The chest armor always drops with a Damage Over Time Multiplier affix, so the same build that triggers the power also hits harder with its bleeds.

The wording says a chance of up to a maximum, so the roll of the item sets the ceiling. A cooldown cut is most useful when your Ultimate and Weapon Mastery skills are on long timers, and a high count of bleeding targets keeps the triggers coming.

• Slot and class: Chest armor, usable by Barbarian.
• Fixed affixes: it always drops with Primary Core Stat and Damage Over Time Multiplier.
• Season 15 change: cooldown reduction per trigger reduced from 1 second to 0.5 seconds.
• Unique Charm: a Unique Charm version of this item exists.

• Torment I difficulty unlocked.
