An extra cast of a skill on cooldown

Casting a Skill has a chance to trigger a Non-Mobility, Non-Ultimate Skill that is currently on Cooldown. This can only occur once every 8 seconds.

The two exclusions matter. Movement skills and Ultimate skills are left out, so the boots reward builds with a few strong cooldown skills that are neither.

Which skills are eligible

Eligible skills are those with a cooldown that are not Mobility skills and not Ultimates, for instance many Defensive skills and class-specific skills. The 8-second limit caps the benefit at a handful of triggers per minute even for a character that casts quickly. The boots always drop with a main stat and Movement Speed, which gives them value also for classes that do not rely on the proc.

The restriction to Non-Mobility, Non-Ultimate skills keeps movement skills and Ultimates out of the loop, so the boots work on the skills in between.
