Overhealing becomes protection

Effects that Heal you beyond 100% Life grant you Barrier based on the overhealed amount, lasting 8 seconds. You may now drink your Healing Potion while at full Life.

Patch 3.1 changed how the Barrier scales: it is based on the amount of overhealing and no longer on the maximum size of the Barrier. The Barrier maximum is always 100% of your Maximum Life, and you can gain Barrier even when you are not at full Life, as long as the heal takes you over your maximum.

Overheal and Barrier

A Barrier absorbs damage from all sources up to a set amount and cannot exceed your Maximum Life. Temerity ties the Barrier to healing that overflows. A build with strong healing effects, such as life on hit, regeneration or potion use at full Life, produces frequent overheals, and each one grants Barrier. The pants always drop with a main stat and Maximum Life.

The potion rule is part of the power, so the pants let you create a Barrier from the potion on demand when your Life is full.
