What the axe does

The axe is a Lucky Hit item: a Lucky Hit sets off an explosion of Fire damage, and each explosion shortens your cooldowns by 1 second.

The patch 3.2.1 notes list a fix for the axe: it had incorrect class availability restrictions on the test server, and the corrected list is the one shown below.

Legacy relic of Season 15

Season of Hell's Legacy, which began with patch 3.2.1 on 15 September 2026, added nine legacy Uniques based on fabled relics of the past, permanent additions available on both the Seasonal and the Eternal realm. This lot is for the Seasonal realm: you choose Seasonal Softcore or Seasonal Hardcore. Messerschmidt's Reaver is the one built on the axe of Prince Aidan. The class list was corrected in patch 3.2.1: the Barbarian, Druid, Necromancer, Paladin and Warlock can equip it, while the Sorcerer, Rogue and Spiritborn cannot.

Unlike most of the nine, it is not on Blizzard's list of legacy Uniques that can be crafted into a Unique Charm, so it exists only as an item.
