The six looks of The Silver Hand

The Silver Hand (Classic): the weapon as first received. Extra tints: a recovered Pillar of Creation; The Codex of Command (the first big paladin campaign effort); Light's Heart (the quest Light's Charge).
Fist of the Fallen Watcher (Upgraded): Forged for Battle, the paladin order campaign plus A Hero's Weapon; Artifact Knowledge rank 25 for Part of History; eight weekly Archaeology quests for This Side Up; Power Realized, 34 traits on a single artifact. Only paladins that finished Power Realized and Part of History before Shadowlands can still complete Fist of the Fallen Watcher.
Protector's Judgment (Valorous): Improving on History, the Balance of Power quest chain; Unleashed Monstrosities, eight Broken Isles world bosses; a timed Mythic Keystone dungeon, now +5 (Keystone Master); Glory of the Legion Hero, a Mythic dungeon meta.
Gravewarder (War-torn): Honor Level 10 for the first tint, then 30, 50, 80.
Justice's Flame (Challenging): the Mage Tower fight Black Rook Threat, gone since Battle for Azeroth.
Watcher's Armament (Hidden): Lost Edicts of the Watcher, a random drop from demons in Faronaar, Azsuna, is the key. Three goals follow with Watcher's Armament on: 1,000 player kills, 200 world quests, 30 dungeons.

Since patch 9.1.5 the Mage Tower pays Tomb of Sargeras recolors to paladins, never Justice's Flame.

Holy Paladin Artifact FAQ

Can a new account still finish Fist of the Fallen Watcher?

Usually not. Paladins who lack Power Realized and Part of History, both Legacy since 8.0.1, cannot finish Fist of the Fallen Watcher.

What does Watcher's Armament need first?

First Lost Edicts of the Watcher, a random drop from demons in Faronaar, Azsuna. The follow-up counts only run while Watcher's Armament is equipped.
