It is a Trials of Osiris weapon, and the version that drops now carries the Fleet Footed origin trait, which speeds you up for a moment after dealing damage. Trials match rewards and Trials engrams hand it out, and Saint-14 can focus it, so it is not limited to the Flawless Chest. Keen Thistle is in bonus focus pool 2 of the Trials rotation.
