Primordial Dust is the main ingredient of the Horadric Cube, the crafting station that Lord of Hatred added to Diablo 4. The dust comes in grades, and each grade opens a family of recipes: Raw goes into almost every transmutation, while the rarer grades decide if you add, change or remove an affix, Transfigure an item or craft a Unique. What each grade is spent on

Raw: the base ingredient of most recipes, from 5 to 100 per craft.
Coarse: Add Affix.
Refined: Chaotic Reroll, Focused Reroll and Remove Affix.
Volatile: Transfigure Item, which adds a strong bonus and usually locks the item.
Pure: Upgrade to Legendary and the Season 15 Horadric Reroll for Charms and Seals.
Enhanced: Craft Unique and Craft Unique Charm.
Attuned: Unique Power Reroll and the Season 15 Affix Value Reroll.

Where the dust drops

Elite monsters drop Raw dust often; every grade also comes from Cube Spoils in War Plans and Tree of Whispers caches.
Patch 3.2.1 made Coarse rarer and Refined, Volatile, Pure, Enhanced and Attuned more common as difficulty rises, and lowered the overall weight of Pure.
Patch 3.1 raised Refined drops sharply from Torment VII.
Nightmare Dungeons with the Nemesis and Fearless Conviction War Plans bring many Elites and with them a lot of dust, and patch 3.2.1 raised the Horadric Cube materials in Tree of Whispers Cube Materials Caches by about two to three times.
