Your Core Skills are now additionally Basic Skills and free to cast. When cast at Maximum Vigor, your Core Skills consume all Vigor to cast at their largest size and become guaranteed Critical Strikes, with 1-1.2% increased Critical Strike Damage for each point of Vigor spent this way.

Season 15 raised the bonus per point from 0.85-1.05% to 1-1.2%, after patch 3.1 had already raised it from 0.65-0.75%. The more Vigor your maximum pool holds, the larger the burst that the staff converts into damage.

Why Vigor matters here

Vigor is the resource that Spiritborn skills spend. The staff changes the usual loop: because Core skills count as Basic skills and cost nothing, Vigor is no longer spent to cast them in the normal way, and it accumulates to the maximum. At the cap the next Core skill drains the whole pool for the big critical hit. The staff always drops with Weapon Damage and Skill Ranks to Core Skills.

Items that raise Maximum Vigor therefore feed the staff directly. The Ring of the Midday Hunt, which raises Maximum Vigor by 50%, works on the same resource.
