A swarm that circles you

A Pestilent Swarm spawns from you every 4 seconds and deals Poison damage with each hit, scaled to your weapon damage. Your Pestilent Swarms then orbit around you and reduce the cooldown of an equipped Eagle Skill by 0.25 seconds per hit.

The cooldown effect is the part that links the ring to a build. Each swarm that circles close to enemies hits many times, and every hit shortens the Eagle skill, so the cooldown can collapse quickly in a crowd.

Pestilent Swarm and Eagle skills

Pestilent Swarm is a sub-power that creates a swarm dealing Poison damage. Eagle skills are the skills that belong to the Eagle Spirit Hall; the ring shortens the cooldown of one that you have equipped. The ring always drops with a Poison Damage Multiplier, which helps the swarm's Poison damage.

A character without an Eagle skill on the bar still gets the swarm and its damage but not the cooldown reduction.
