Illegally Modded Holster explained

While a Hand Cannon is equipped, sprint, slide and airborne effectiveness improve. For a short time after the Hand Cannon is drawn, it readies faster and is more accurate, and each hit against a combatant increases its damage.

The bonus window opens at the draw, so swapping to the Hand Cannon in a fight is part of how the perk is used. The description on the item itself refers to Cayde-6 denying that he illegally modded the holster and insisting they are just lucky pants.

Getting Lucky Pants in the game

The game's collection entry for Lucky Pants gives its source as exotic engrams and extremely rare world drops. Rahool decodes exotic engrams in the Tower, and the engram previews list this piece. A loadout holds one exotic armor piece, so Lucky Pants and a second exotic helmet, gauntlets, chest piece or boots cannot be equipped together.
