What drives this build

BTSU Datagloves, exotic gloves added in Title Update 5, have a Skill Tier core with skill haste and skill repair. Their talent, Transference Overclock, gives hive skill haste per skill tier; detonating a Hive refreshes your cooldowns and grants overcharge, and at skill tier 6 the effect reaches your allies, who can use it again only after a long cooldown.

Build Type offers two set pairings, 'Final Measure + Scorpio' and 'Future Initiative + Scorpio'. Future Initiative is a repair set: two pieces raise repair skills, three raise skill haste and skill duration, and its talent, Ground Control, amplifies the damage of you and your allies at full armor and spreads part of every repair to allies nearby.

Level 40 and 100 or more SHD points already earned.
For the Prototype options: each converted piece must be at level 40 and at maximum Expertise (level 30); exotic pieces are not converted.

It is the weapon of the build: Septic Shock makes enemies take more damage from all sources, which helps the group while you heal.

Does it replace a tank?

No. It is built for repairing and supporting teammates, not for absorbing damage.
