Ongoing Directive's four-piece talent, Rules of Engagement, marks status-affected enemies you shoot; killing a marked enemy gives you a full clip of hollow-point ammunition that amplifies weapon damage and applies bleed, and your allies get half a clip. The chest and backpack talents lengthen the bleed and strengthen the ammunition.

Bluescreen is a Stoner LAMG variant whose talent, Disruptor Rounds, marks enemies and builds stacks on you; deploying a non-shield skill releases pulse, disrupt and disorient effects on marked targets depending on the stack count. The Catalyst mask belongs to the Battle for Brooklyn DLC.

Shoot a status-affected enemy to mark it, kill it to refill the clip with hollow-point ammunition, and use skills to trigger Bluescreen's pulses on marked targets.

Does the set help the rest of the team?

Yes. When a marked enemy dies, the other party members receive half a clip of the hollow-point ammunition.
