Kismet: what the perk does

A final blow made at full health, or a long stretch out of combat, makes your shields slowly recharge into an overshield. With an overshield your weapons gain accuracy, stability, handling and damage against combatants, and final blows grant a short period of increased mobility once it is depleted.

Starting a fight at full health is what sets the overshield up, so the perk favors clean openings. Lore text on Fortune’s Favor points to a line that says not to call it a lucky streak.

Fortune’s Favor in today's loot

Exotic armor focusing is the source line in the collection entry for Fortune’s Favor. The piece also shows up in exotic engram previews, and Rahool decodes those engrams in the Tower. A character can wear a single exotic armor piece, so with Fortune’s Favor on, the other armor slots have to hold non-exotic gear.
