How Wraithmetal Mail plays

Your weapons ready quicker and are more stable. Dodging temporarily increases this benefit, reloads your equipped weapon from reserves, grants improved movement speed and increases your class ability stat.

The base bonus stays on and the dodge turns it up, so dodging is the active part of the perk. Its in-game blurb refers to Chalco Yong telling Ikora Rey that it is an honor.

Sources for The Dragon's Shadow

Per the collection entry, the source of The Dragon's Shadow is exotic engrams and extremely rare world drops. Rahool turns exotic engrams into gear in the Tower, and their previews name the piece. One exotic armor piece can be worn at a time, so wearing The Dragon's Shadow replaces any other exotic helmet, gauntlets, chest armor or leg armor.
