Assault Barricade explained

Your Towering Barricade becomes something you and your allies can shoot through. The trade-off is that the barricade takes increased damage from Guardians.

It turns the barricade from plain cover into a firing position for the team, at the cost of making it weaker against Guardian fire. The description on the item itself refers to a quote from Lord Citan about letting them try to break through.

Getting Citan's Ramparts in the game

The game's collection entry for Citan's Ramparts gives its source as exotic engrams and extremely rare world drops. Rahool decodes exotic engrams in the Tower, and the engram previews list this piece. A loadout holds one exotic armor piece, so Citan's Ramparts and a second exotic helmet, gauntlets, chest piece or boots cannot be equipped together.
