How Overflowing Light plays

Using an ability, whether grenade, melee or Barricade, empowers the other two. Empowered abilities regenerate faster, melees and grenades deal more damage, and Barricades have more hit points.

Each use powers up the other two, so the perk rewards rotating through all three instead of leaning on one. Its in-game blurb refers to standing on the cusp between life and light and between death and destruction.

Sources for Heart of Inmost Light

Per the collection entry, the source of Heart of Inmost Light is exotic engrams and extremely rare world drops. Rahool turns exotic engrams into gear in the Tower, and their previews name the piece. One exotic armor piece can be worn at a time, so wearing Heart of Inmost Light replaces any other exotic helmet, gauntlets, chest armor or leg armor.
