Where Herod-C comes from

Bungie's weapon focusing data for the Drifter lists Herod-C under Vendor Exclusive Gear, and the Gambit Ops attunement list does not include it. The 9.7.0 entry names the Drifter as its source, and the older entry says Gambit matches and rank-up packages. Gambit Ops is still a node in the Director, and the Drifter still unlocks tiered Gambit gear with Gambit engrams.
