Peregrine Strike explained

All three shoulder charge abilities (Shield Bash, Hammer Strike and Seismic Strike) deal bonus damage when activated in the air. Damaging mini-bosses, Tormentors or Champions with a shoulder charge refunds your melee, and all weapons get a small airborne effectiveness benefit.

The bonus is attached to doing the charge from the air, so it favors a leap before the hit. The description on the item itself refers to victory from on high.

Getting Peregrine Greaves in the game

The game's collection entry for Peregrine Greaves gives its source as exotic engrams and extremely rare world drops. Rahool decodes exotic engrams in the Tower, and the engram previews list this piece. A loadout holds one exotic armor piece, so Peregrine Greaves and a second exotic helmet, gauntlets, chest piece or boots cannot be equipped together.
