What Scissor Fingers gives you

You gain a second knife per charge. A final blow with a throwing knife grants consecutive knives a temporary stacking damage bonus, and Gambler's Dodge refreshes the bonus timer.

It is a throwing knife build piece: knife kills build the bonus, and the dodge keeps it from running out. The blurb printed on the piece points to a warning that the serpent's tongue is forked and its words have two meanings.

How to get Ophidia Spathe

Exotic engram previews show the piece, and decoding those engrams is Rahool's job in the Tower. It refreshes the timer of the stacking damage bonus that throwing knife final blows build up.
