Using Synapse Junctions

Quick successive attacks with Arc Staff increase its damage output and its duration, and they jolt the targets hit.

The perk is tied entirely to the Arc Staff Super, so it belongs to a Hunter who runs that Super. Flavor text on Raiden Flux refers to an interface that draws electric power directly from the wearer's body through the synapses or the nearest equivalent.

Raiden Flux: source in the game

In the collections menu, the source line for Raiden Flux is exotic engrams and extremely rare world drops. Engram previews include the piece, and Rahool in the Tower is the one who decodes exotic engrams. Because of the one-exotic-armor rule, wearing Raiden Flux means no other exotic helmet, gauntlets, chest armor or leg armor can be worn at the same time.
