What Strange Protractor gives you

Sprint speed is increased. After sprinting for a short time, your currently equipped weapon is automatically reloaded.

Reloading while running is the point, so it rewards moving between fights instead of stopping to reload. The blurb printed on the piece points to a remark that your relationship with consistent spacetime is tenuous.

How to get Transversive Steps

For Transversive Steps the collection entry names exotic engrams and extremely rare world drops as the source. Exotic engram previews show the piece, and decoding those engrams is Rahool's job in the Tower.
