The Ascending Amplitude perk in detail

Stormtrance hits and final blows increase the damage it deals, and it refunds Super energy when it ends. While Stormtrance is equipped, ability damage dealt while amplified grants Bolt Charge.

It is a Stormtrance piece: the Super grows as it is used and gives part of its energy back. The item's flavor text refers to a rhetorical question about lightning being better outside the bottle.

Where to find Stormdancer's Brace

Per the collection entry, the source of Stormdancer's Brace is the Shadowkeep campaign, open to everyone. Exotic engram previews list the piece as well, and Rahool in the Tower decodes them. The game allows a single exotic armor piece in your loadout, which means wearing Stormdancer's Brace switches off any other exotic armor you equip.
