Hawkeye Hack explained

The Super no longer fires its usual volley. Golden Gun becomes a single, high-damage shot, and defeating a target with it gives you Super energy and makes the target explode.

Outside the Super, precision final blows shorten the Super cooldown, so headshot play shortens the wait for the next one.

Source and use

In the game data the helmet is listed as an Exotic engram or extremely rare world drop item; the Cryptarch decodes Exotic engrams.

Golden Gun is a Solar Hunter Super that Prismatic Hunters can also equip as Golden Gun: Marksman, so the piece fits loadouts built around long-range precision.
