Double Down explained

The Threaded Specter is the Strand decoy a Hunter creates, and this piece strengthens it on three fronts: it stays active for more time, it takes more punishment, and damaging it releases additional Threadlings.

Standing close to the Specter also hides you from enemy radar, so the legs add a stealth angle on top of the extra damage.

Build context

Threaded Specter is an aspect of the Strand Hunter that Prismatic Hunters can also equip, so the effect belongs to those two subclasses. Strand needs progress through the Lightfall campaign, which requires owning the Lightfall expansion; Prismatic comes with The Final Shape.

The radar benefit suits a stealthy playstyle, while the Threadling release helps in crowded fights.

Requirements

Balance of Power FAQ

What does Double Down change about the Specter?

Longer duration, more durability and extra Threadlings whenever the Specter is damaged.

Do I disappear from the radar?

Only while you stand near your Threaded Specter. Leaving its vicinity ends the radar benefit.

Where does Balance of Power come from in the game?

Exotic Armor Focusing is the source the game data gives for it, and Bungie describes Exotic Ciphers as usable for focusing Exotics at the Cryptarch.
