The Heat frame

The Balanced Heat Weapon frame generates very little heat and deals increased damage to powerful combatants. Reload vents the heat, overheating forces a sustained vent, and manual venting at very high heat is far faster.

The Imperial Allegiance origin trait adds cooling near allies and damage at high heat.

Trait column 1 offers Jolting Feedback, Delicate Tuning, Cooling Baubles, Trickle Charge, Rapid Hit, Shoot to Loot and Keep Away. Column 2 offers Rolling Storm, Thermal Atomization, Voltshot, Frenzy, Precision Instrument, Desperate Measures and Meganeura.

Jolting Feedback and Voltshot both apply Arc status effects, so a copy with one of them leans into Jolt. The tier option sets how enhanced the roll is.

Is the Equilibrium dungeon still available?

Yes. Equilibrium is on the current dungeon list, and since Update 9.7.0 a featured dungeon drops Tier 5 weapons and armor on Standard and a non-featured one Tier 3.
