The Whispers explained

You gain a second melee charge, so a heavy fight lets you throw a powered melee twice in a row.

Every powered melee final blow drops an Orb of Power. Orbs raise Super energy for you and your team, so the gauntlets convert close-range kills into resources.

Where they come from

In the game data these gauntlets are listed under exotic engrams and extremely rare world drops, and the Cryptarch decodes Exotic engrams.

The trigger is a powered melee final blow, not a particular subclass, so the gauntlets are not tied to one element.

Only one Exotic armor piece can be worn at a time, so putting these gauntlets on means the helmet, chest and legs stay non-Exotic.

Melee energy and Orb output set the pace, so players who weave powered melees between weapon shots see the most Orbs.
