Fusion Harness explained

Fusion Grenades gain an extra charge and recharge from damage dealt with empowered weapons. Final blows from empowered weapons give even more energy.

Defeating targets with a Fusion Grenade returns Rift energy, which brings your next rift sooner.

Source and notes

In the game data the chest is listed under exotic engrams and extremely rare world drops; the Cryptarch decodes Exotic engrams.

Effects such as an Empowering Rift or Well of Radiance empower your weapons, and the recharge depends on that empowered damage.

Empowered weapon final blows give more energy than plain damage does, which rewards finishing enemies while empowered.

Rift energy returns from Fusion Grenade kills, so the supportive rift comes back sooner.
