Abyssal Extractors: what the perk does

Void final blows increase the recharge rate of your ability energy. Combatants affected by Soul Siphon are suppressed, and defeating suppressed targets grants more time to Abyssal Extractors.

Void kills drive the recharge, and killing suppressed targets buys more time on the Abyssal Extractors effect. Lore text on Nezarec's Sin points to a passage from Of Hated Nezarec, a pre-Golden Age text, about an end that will rise again.

Nezarec's Sin in today's loot

The collection entry of Nezarec's Sin has the source line exotic engrams and extremely rare world drops. The piece also appears in the exotic engram previews, which Rahool decodes in the Tower. A character can wear a single exotic armor piece, so with Nezarec's Sin on, the other armor slots have to hold non-exotic gear.
