The Scatter Charge perk in detail

You gain an additional Scatter Grenade charge. The Scatter Grenade projectiles gain tracking, and final blows with a Scatter Grenade create additional projectiles.

Everything in the perk is about the Scatter Grenade, so a build needs it equipped to use any of the perk. The item's flavor text refers to an equation of power in which your loss is balanced by the speaker's gain.

Where to find Nothing Manacles

The collections menu shows exotic armor focusing as the source of Nothing Manacles. On top of that the piece is on the exotic engram preview list, which Rahool decodes in the Tower. The game allows a single exotic armor piece in your loadout, which means wearing Nothing Manacles switches off any other exotic armor you equip.
