Soaring Fusilier explained

An air dodge reloads all of your weapons at once. Fusion Rifles and Linear Fusion Rifles also gain airborne effectiveness while you wear the boots.

Final blows with those weapons make you radiant, so a Fusion Rifle kill rewards you with extra damage.

Weapon hook

The legs are written for players who hover with Warlock gliding, shoot Fusion Rifles from the air and dodge to refill.

The airborne bonus is a stat boost, described by the perk as a moderate benefit.

An air dodge is the trigger, so the legs reward a Warlock who stays airborne between shots and dodges to refill.

Radiant is the Solar buff gained from those final blows, so a string of Fusion Rifle kills keeps it going.
