Cerebral Uplink explained

The perk highlights priority targets and makes your grenade, melee and Rift abilities regenerate faster. It also gives all weapons a small benefit to the airborne effectiveness stat.

The description sets no kill or subclass condition, so the faster regeneration works whichever abilities you run. The description on the item itself refers to a line saying that when the universe conspires, its enemies cannot hide.

Getting Eye of Another World in the game

The game's collection entry for Eye of Another World gives its source as exotic engrams and extremely rare world drops. Rahool decodes exotic engrams in the Tower, and the engram previews list this piece. A loadout holds one exotic armor piece, so Eye of Another World and a second exotic helmet, gauntlets, chest piece or boots cannot be equipped together.
